Summary of the petition:
The petitioner argues the need to reduce people's travel as much as possible during the COVID-19 pandemic, in order to reduce infections and pressure on hospitals, as well as avoid new lockdowns and their harmful consequences on the European economy. The petitioner points out that one of the causes of forced movement of people from their homes is the need to physically go to the premises of the social security institutions, in order to apply for financial benefits to support income. This need exists in particular for people who do not have computers, Internet connections or knowledge to use the digital services of social security institutions. In order to avoid such movements, which could cause further spread of the coronavirus, the petitioner proposes to equip all citizens residing in Europe with a "blockchain-based card", on which to automatically receive tokens representing income support measures of social security institutions and with which to be able to pay at physical shops. According to the petitioner, citizens registered in this type of system would no longer be forced to go to social security institutions, but could automatically receive the amounts of social security benefits on their card, and could subsequently spend them at commercial merchants.

Petition 1088/2020: "blockchain-based card" to ensure automatic payments of social security benefits during the COVID-19 pandemic:
The number of people infected with Coronavirus and those sick with Covid-19 are soaring and causing critical pressure on hospitals, putting the public health system and public health in serious difficulty. It is necessary to reduce the movement of people as much as possible, as carriers of the coronavirus, in order to reduce infections and pressure on hospitals, avoiding new lockdowns that would block the Italian economy. One of the causes of forced movement of people from their homes is the need for millions of people to physically go to the INPS offices, or its intermediaries, in order to request income support financial services, especially in this period of economic crisis characterized by sharp increase in applications for basic income (DRC), emergency income (REM), etc. Many people do not have computers, internet connections and knowledge (as well as having health problems that prevent the use of IT devices) due to use INPS digital services, for which they are forced to physically go to these places, exposing themselves to the risk of contracting the coronavirus/sars cov 2 and falling ill with Covid-19 or becoming vectors of the virus, triggering exponential processes of contagion DURING THE ROUTE TO GO TO THE INPS OFFICES OR ITS INTERMEDIARIES. The solution to this problem (which can become a model applicable to other similar cases) could be to equip all citizens residing in Italy (at their request following a government information campaign) with a blockchain-based card (such as the #Scrypta foundation - eg #SocialPay https://scrypta.shop/products/scrypta-manent-card - https://scrypta.foundation/ - https://scryptachain.org/ - https://socialpay.live/ ) on which to automatically receive tokens representing INPS income support measures (e.g. emergency income tokens; citizenship income tokens, etc.), with which to pay at physical shops (and e-commerce for those owns-knows how to use smartphones, PCs, etc.), etc., avoiding the need for recipients to have IT devices and technical knowledge to use tokens, software, as the card would be usable as a normal credit/debit card ( the initiative would be useful to also to start digital culture projects from a blockchain perspective to increase the digital skills of Italian citizens and encourage their active inclusion in the digital economy). All the processes relating to the investigation of INPS applications, being based on mathematical mechanisms (economic requirements, citizenship, etc.) detectable on computer systems, do not require human interactions, but can be performed by smart contracts on blockchain (or other forms of DLT).
This requires:
a complete digital transformation of the INPS whose processes must be reconfigured from a blockchain perspective; the identities of citizens who interact indirectly (automatically) with this system must be digitized on the blockchain; that companies, traders and all subjects who enter this circuit adopt the blockchain system on which the INPS will be based
Therefore, when a citizen gives his consent to use this system, every time the INPS system will automatically detect from the blockchain archive the data relating to the conditions necessary to issue a specific service (due to loss of job, income under the poverty threshold, etc.) will disburse the economic benefit in the form of tokens representing the relative monetary value in euros present in INPS current accounts.
Citizens registered in this type of system will no longer be forced to go to the INPS, or to carry out procedures on the INPS website, but will receive the benefits due automatically on their card, which they can spend at merchants, and other subjects connected to the circuit, in relation to the type of benefit received (processes regulated through smart contracts).
If the citizens who use these blockchain services do not have IT devices to monitor the financial flows relating to the use of the tokens, they can request a paper receipt from the commercial establishment where they spend the tokens, or from other entities assigned for this purpose. (or digital, with the emission of a code for displaying the receipt on totems distributed at post offices, etc.).
The shopkeepers and other subjects who join the circuit, following the collection of the tokens, will be able to claim the monetary consideration in euros from the INPS or use the tokens within the circuit.
