The petitioner proposes that the European Union, together with the Member States, launches a plan to create interoperable cities that are able to adapt to environmental challenges (magnified by different sources of pollution, climate change and depletion of natural resources) and overcome them, as well as to achieve the objectives of sustainable development, with respect to which current models of urban development are inadequate and deficient.

Petition No 0911/2019: Creation at European level of new interoperable and eco-sustainable cities:


When today's outdated cities are no longer able to safeguard people's lives and the natural environment against earthquakes, floods, tornadoes, etc. increasingly violent, evolved cities such as "LeoVen", capable of rapidly adapting to environmental changes (both endogenous and exogenous), will be a refuge for the world's population.

We need to start planning these new cities immediately on a global scale with a view to international collaboration, because prevention is better than cure!

"Our civilization needs new organizational cultural paradigms based on collaboration, harmony, synergy, empathy between people and the environment to survive in an increasingly inhospitable world due to the excessive and constantly increasing ecological footprint, pollution environmental, climate change"

"Cities like LeoVen, designed to interact with each other as a single living organism, will represent a defensive shield for human civilization, which will prevent its extinction."

Current cities are unable to deal with the serious environmental, social, economic problems taking place around the world such as climate change, environmental pollution, excessive ecological footprint that is constantly increasing.

The organization, structure, functioning of cities based on obsolete models unable to update themselves to efficient, resilient organizational models will inevitably lead human civilization towards extinction due to lack of water, food, energy and other essential resources for the survival of all people in the world. The Sustainable Development Goals (SDGs) are not achievable under the current conditions in which cities live anywhere in the world. The latency of the adaptive response of current cities is too low compared to the speed of development of the environmental, economic and social problems taking place in the world.

It is necessary to re-elaborate the concept of the city to respond to these needs and solve existing and potential problems in a preventive way, avoiding an increase in poverty, wars for the control of increasingly scarce resources (water, food, energy, etc.) and building new interoperable cities based on efficient organizational models characterized by the integrated-systemic use of emerging technologies, economic and social systems.
