Summary of the petition:
The petitioner argues that millions of people around the world are still unable to use computers and other digital devices to reap the benefits of the digital economy and robotics. According to the petitioner, technological-digital illiteracy would slow down the widespread use of digital technologies and services which, in his opinion, are necessary to contain, prevent and solve global challenges such as epidemics-pandemics, excessive ecological footprint, environmental pollution and climate change. Furthermore, the petitioner believes that the dissemination of technological-digital culture through training courses appears to be ineffective, since many people would not be in a position to follow such courses or would not be able to acquire the technical notions due to cognitive problems or disabilities. The petitioner is of the opinion that the use of cloud-based "robotic intermediaries" (passive technologies for techno-digital inclusion), i.e. humanoid robots that are able to interact orally (or in other forms of communication for those with disabilities ) would allow all people to access technological-digital services even if they do not have the appropriate knowledge. The petitioner therefore proposes that the States and supranational bodies start a strategy of technological-digital inclusion, providing citizens with financial support for the purchase of such robots.

Petition 0207/2021: Reduce technological, computer, digital, ecological illiteracy to safeguard the rights of all people:
Around the world, many people have realized that serious health (such as the covid-19 pandemic), ecological (such as climate change, excessive and ever-increasing ecological footprint, excessive environmental pollution), economic, and social (poverty, injustice, violence, etc.), framed and defined in the "Earth Charter", Agenda 2030 (sustainable development goals -SDGs), which with their constant and accelerated deterioration are damaging people's well-being throughout the world, and, therefore, are compromising the fundamental rights of all people (right to health, dignity, etc.), risking becoming the causes of the potential extinction of the human species, can finally be solved thanks to the current awareness of these problems , scientific knowledge and emerging technological solutions in the field of systemic-adaptive functional reorganization of economic processes (such as the "Great Reset" of the WEF) in synergistic way with the mechanisms of the planetary habitat, through the collaboration of all the peoples of the Earth.
The awareness of these problems, of the solutions offered by science and technology, and of the need to accelerate the implementation of these solutions so that the speed of development of the serious, complex, complicated, interdependent world health-ecological-economic-social problems (which threaten human existence and well-being in a more serious way every day - in short "MEBU", or "Threats to Human Existence and Well-being") is lower than the speed of development of the solutions (in short "sMEBU", or solutions to the MEBU ), has led to the emergence of responsible and constructive feedback from governments around the world, citizens, the world scientific community, associations, companies, supranational bodies, whose synergistic collaboration is generating government policies, on a global scale, tending to development of technological-ecological adaptation-resilience mechanisms (government strategies for the technological-digital-ecolo of the world economy in relation to and in respect of the needs, characteristics, necessities, perspectives, cultures, identities of the various peoples both on a collective and individual level, respect for individual needs).
These "sMEBU" (i.e.: these solutions to Threats to Human Existence and Welfare) correspond to the "government strategies for the technological-digital-ecological transition of the world economy in relation to and in compliance with the needs, characteristics, needs, perspectives, cultures, identities of various peoples both collectively and individually, respect for individual needs".
The sMEBUs are in continuous improvement evolution in order to reach a level of perfection such as to satisfy the needs of all people in constant balance with the functioning mechanisms of the "Planet Earth" habitat.
Some of the sMEBUs are currently: the "Earth Charter", the "Agenda 2030" (SDGs - Sustainable Development Goals), the "Digital Agenda for Europe" - NextGenerationEU, Agenda 21, the strategic plans of many Governments and citizens' associations, companies concerning the development of solutions in the field of "Artificial Intelligence", "Blockchain", "Industry 4.0", "Circular Economy", "Sharing Economy", "Green Economy".
The speed of development of sMEBUs is compromised, hampered by a low level of participation of the whole human community due to various reasons.
If all the people of the world provided their help, obviously within the limits of their possibilities, the speed of development of the sMEBUs would be very high, and we could quickly emerge from the current global health crises (covid-19 pandemic), economic crisis, ecological crisis, social crisis, avoiding the continuation of situations of malaise and the potential risk of extinction of the human species.
To accelerate the speed of development of the sMEBU it is necessary to remove the resistance to the sMEBU (in summary "rsMEBU", or "resistance to the development of solutions to Threats to Human Existence and Welfare").
I ask the European Parliament to intervene at this juncture to develop a solution to the "rsMEBU" in order to safeguard the fundamental rights of European citizens threatened by the "MEBU", thus providing a model (framework) which they can use, in a collaborative way , all the Peoples, Governments of the World, above all in the ambit of the more specific problem object of the petition (and one of the most serious rsMEBU): technological-computer-digital-ecological illiteracy.
(I too as an individual citizen, within the limits of my few resources, knowledge and skills, and as a bottom up example that seeks to stimulate the participation of more responsible, aware, capable, expert people, have launched an initiative in such management trying to involve the CNR (National Research Council, IFN, Prof. ROBERTA RAMPONI):

Among the most useful sMEBUs developed by Governments around the world in their strategic plans for resilience to MEBUs, the following stand out: the "Digital Agendas" (in Europe we have the "European Digital Agenda"), the national plans for "Industry 4.0" , the "Artificial Intelligence" and the "Blockchain" developed in synergy with the mechanisms of the "circular economy", "green economy", "sharing economy".
It is clear that the new and improved organizational structures of the world economy resulting from the development of these government plans will be characterized by a high degree of digitization (use of computer code) of all systems-equipment-infrastructures and, above all, by the management of such systems using artificial intelligence and blockchain/DLT for increasing the eco-sustainable productivity-efficiency of companies, increasing the efficiency of public administration, finding solutions to social, health and environmental problems (for "systems-equipments -infrastructures" I mean for example: "internet, smart city, industry 4.0, smart home, agriculture 4.0, healthcare 4.0, P.A. 4.0, etc.).
The high level of systemic complexity of these interdependent systems-devices-infrastructures, based on their total digitization, no longer manageable properly by humans for a long time (which has led to the need to use software, artificial intelligence programs, robots to meet the growing needs of the world population), it will determine the formation of a sort of "artificial living organism" on a global scale that is highly efficient, resilient and in harmonious balance with the planetary habitat.
This level of systemic complexity based on artificial intelligence and blockchain for its management requires, however, a third fundamental element that completes its functionality making it perfectly efficient as a living biological organism: as for a living biological organism it is fundamental the presence of the scalable-adaptable "DNA-RNA" teleonomic structure (deoxyribonucleic acid / genetic-epigenetic code; ribonucleic acid) which has the function of storing the information-instructions relating to the characteristics-properties-functions of a living biological organism, which allow the construction and functioning of a living organism (genome) together with the processes that allow these information-instructions to be read in the right tissues and at the right time, also in response to stimuli coming from the environment (epigenome), adapting to the environment for the organism to survive, and recording these adaptations in the genomic-epigenomic structure, even the set of systems-devices-infrastructures (smart city, industry 4.0, internet, etc.) from which a sort of "artificial living organism" is emerging needs a scalable-adaptable, functional digital teleonomic structure "DNA-RNA" to automatically archive information-instructions relating to the characteristics-properties-functions of systems-equipments-infrastructures (smart city, industry 4.0, internet, etc.), that allow the construction and operation of these systems autonomously, and of a set of processes that allow these information-instructions to be read in the right structures and at the right time (traffic, hospitals, logistics, production of goods and services, etc. .), also in response to stimuli coming from the environment, adapting to the environment in relation to its mutations as a result of climate change, ecological footprint, environmental pollution, etc., to make the organism survive, and recording these adaptations in the artificial genomic-epigenomic structure, with a logic of scalability-evolution for improvement of the entire "artificial living organism" (smart city, 4.0 industries, 4.0 homes, 4.0 hospitals, etc.).
This "digital DNA-RNA for the organization, management, adaptability, resilience of systems-devices-infrastructures (smart city, industry 4.0, internet, hospitals, etc.)" (in summary: "ADNARNA", or artificial DNA-RNA) interacting with artificial intelligences and blockchains/DLTs, it is necessary to organize, manage the high functional complexity of future digital cities, digital hospitals, digital industries, digital homes, etc. out of the reach of humans for some years already.
All this is necessary to ensure well-being and survival of the ever-increasing world population in a world with limited resources and decreasing due to environmental pollution.
This "ADNARNA" needs to be shaped on needs, necessities, (difficulties, problems, disabilities: knowledge-coding of these aspects to activate help-support mechanisms from the information-robotic system towards those with disabilities, etc.), perspectives, cultures , identity of the various peoples both on a collective and individual level, in respect of individual and collective needs, and in respect of the functional mechanisms of the planetary habitat in order to obtain a high level of functional balance, harmony, synergy between humans, technologies and the natural environment, high level of resilience and satisfaction of the needs of all humans, progress and well-being for all.
To this end, the "ADNARNA" computer code must necessarily be written in its "fundamental aspects" by a community of experts in all disciplines, technicians, scientists, researchers (government committee of multidisciplinary experts - in summary: "CEM") .
The "CEM" will be a socio-technical governmental body of citizens, researchers, scientists, universities, associations, companies, etc. which elaborates scientific-technological guidelines for the Government, which collaborates with the ministries on the digital-ecological transition, in the context of the implementation of "ADNARNA".
The "CEM" will also have the function of analyzing and processing all the data coming from needs, necessities, (difficulties, problems, disabilities: knowledge-coding of these aspects to activate help-support mechanisms from the computer-robotic system
towards those with disabilities, etc.), perspectives, cultures, identities of the various peoples both on a collective and individual level, with respect for individual and collective needs, and with respect for the functional mechanisms of the planetary habitat in order to obtain a high level of functional balance, harmony, synergy between humans, technologies and the natural environment, high level of resilience and satisfaction of the needs of all humans, progress and well-being for all.
These "data" will emerge from the interaction of all the people of the world with the "CEM" (obviously supported by artificial intelligence programs due to the large number of information that will logically arrive) through a government web platform multilingual blockchain-AI based, which allows all people to participate in the "writing of the ADNARNA code", inserting drafts of computer code, or proposing their own ideas. The "CEM", together with the AI, will evaluate these drafts of code and the ideas proposed on the web platform, inserting them in the "ADNARNA" code on the basis of criteria established by the competent authorities (Government, judiciary, University, etc.).
In order to obtain an optimal interaction between the people who participate in the elaboration of the ADNARNA, on the government web platform, and the "CEM", all those who use the web platform should obtain an adequate orientation training of their own mindset in the field technological-computer-digital-ecological (knowledge drawn mainly from the Earth Charter, Agenda 2030 - SDGs, digital agenda) to acquire awareness-in-depth knowledge of health-ecological-economic-social problems current and solutions (sMEBU) in order to obtain a higher involvement, cancel any mental resistance caused by technological-IT-digital-ecological illiteracy, provide better ideas, solutions.
The participation of all people, or as many as possible, in the definition of the "ADNARNA" code is essential to make it highly effective, efficient and able to meet the needs of all people in an environmentally sustainable way.
But here one of the "rsMEBU" emerges, namely: technological-computer-digital-ecological illiteracy, i.e. the lack/insufficient knowledge, awareness, understanding of current ecological-social problems and related emerging technological solutions (sMEBU), and the lack/insufficient ability to use technologies, IT devices, use of software and web portals functional to enable the processes of interaction with the sMEBU, know-be aware of the sMEBU and be useful to the their development, improvement, acceleration.
In order to favor the participation, active involvement of the majority of people in the accelerated development of the sMEBUs, and in the future "ADNARNA" code, it is necessary to reduce technological-information-digital-ecological illiteracy.
It is necessary to develop a collective mindset based on knowledge, awareness of MEBUs and sMEBUs: in short "MindsetMEBU".
Most people, in the process of interacting with the surrounding environment, are distracted by too much information deviating from a process of mental maturation aimed at acquiring the "MindsetMEBU".
Often, some people are superficially aware of ecological problems, but they don't know their extent, they are not directly interested in them, they are not aware of the MEBUs. Others have superficial knowledge of the sMEBUs, but ignore the MEBUs, as they acquire partial data on these phenomena.
A complete knowledge of the MEBU-sMEBU and an orientation path are required to obtain a "MindsetMEBU".
Therefore it is necessary that the European Parliament, in order to respect-guarantee the rights of European citizens to obtain knowledge of the ecological-social problems taking place in Europe and in the world (MEBU) and the available solutions (sMEBU) and therefore be able to participate to the development of such solutions, provides European citizens with a web platform (and other methods) to encourage the development of the "MindsetMEBU".
In order to guarantee that at least a sufficient number of people (who activate mechanisms favorable to the involvement of all (or a large part of) civil society in the diffusion of the "MindsetMEBU") obtain the "MindsetMEBU", the people who benefit from subsidies, assistance welfare (subsidies, basic incomes, guaranteed minimum incomes, etc.) should be involved, as part of the active policies envisaged for those accessing state subsidies, to acquire the "MindsetMEBU".
Many people risk exclusion from the digital world, from participating in the development of sMEBUs, from the benefits of the digital-technological economy due to disabilities and other issues that prevent the use of digital devices, technological
and to acquire skills in using these devices: the solution to this problem is
use humanoid robots to reduce the digital cultural divide (technological-digital illiteracy) by reducing resistance to the development of functional technological solutions to solve, contain, prevent problems such as epidemics-pandemics, climate change, environmental pollution, excessive ecological footprint, thus allowing the necessary acceleration of the implementation of these technological solutions,
avoiding the exclusion of a large portion of the world's population from the benefits produced by such solutions.
Develop passive technologies (passive technological intermediaries) to help people who have difficulty interacting with the digital environment (people with disabilities, with a low cultural level in the technological-digital environment, etc.).
Description:
Millions of people around the world are unable to use computers and other devices to avail the benefits and well-being, life improvement produced by the digital economy, robotics, especially in this period when digital-robotic technologies become every most important, fundamental and most widespread day to reduce infections from coronavirus-sars cov2-covid-19 and its variants, and to solve problems such as climate change, excessive ecological footprint and environmental pollution.
This serious problem falls into the broader category defined as "digital divide", or the "digital cultural divide" or "technological-digital illiteracy".
While the problem of technological infrastructures functional to guaranteeing worldwide coverage of technological-digital services appears to be nearing completion, giving all people the possibility of accessing these services, many of these people will still not be able to access them due to poor culture regarding the use of these technologies.
Furthermore, this problem slows down the widespread implementation of these digital technologies and services which are necessary to solve, contain, prevent problems such as epidemics-pandemics, excessive ecological footprint, environmental pollution, climate change.
The dissemination of technological-digital culture through training courses is ineffective in solving the problem definitively, as many people are not in a position to follow such courses, or able to acquire the technical notions for cognitive problems, disabilities, etc.
One way that would allow all people to access technological-digital services, and participate in the development-improvement of the digital world, even if they do not have adequate knowledge, is the use of cloud-based "robotic intermediaries" (passive technologies for 'techno-digital inclusion), i.e. humanoid robots that are both able to interact orally (or in other forms of communication for those with disabilities) in order to allow people to make the robots understand what their needs are, and to perform typically human functions to use devices and other technologies for people, or to teach people to use them, as needed.
Governments, or supranational bodies, should therefore start a technological-digital inclusion strategy considering this method, providing all people with financial support for the purchase of such robots, within a government robotic ecosystem for the support of citizens, and activate information campaigns on the media: TV, radio, newspapers, web, flyers, etc.
Associations for the defense of citizens, universities, and other interested parties should collaborate to urge governments to start this strategy of techno-digital inclusion, support for citizens.
Exhibit 1: Develop a Secure Blockchain Governance Infrastructure:
The European Blockchain Services Infrastructure (EBSI) (a joint initiative of the European Commission and the European Blockchain Partnership (EBP) to provide EU-wide cross-border public services using blockchain technology - https://joinup.ec.europa. eu/collection/connecting-europe-facility-cef/solution/cef-european-blockchain-services-infrastructure-ebsi/about ) is a fundamental resource for improving the functioning of the economy, public administration and providing European citizens with excellent products and services to improve their lives.
This infrastructure, (as well as all the blockchain-DLT infrastructures that are emerging around the world, and which are being studied by governments around the world to implement them in order to activate the economic recovery, improving their functional efficiency for the benefit of citizens , companies, and the State) is put at risk of hacking due to the potential use by subjects oriented to generate damage to companies, citizens, the European Union, European states and the whole world, of quantum computers that are able to manipulate the mechanisms of the blockchain (https://www.mitre.org/sites/default/files/publications/17-4039-blockchain-and-quantum-computing.pdf ).
Blockchain-DLT infrastructures will be used to improve the functioning of smart cities, industry 4.0, agriculture 4.0, healthcare 4.0, public administration 4.0, digital identity of citizens and companies, and many other sectors of the economy. To protect these blockchain infrastructures, and therefore protect the rights of European citizens, but also the rights of all citizens of the world, it is necessary to develop a European and planetary collaborative open source permissionless network of quantum and biological computers (bio-quantum governance blockchain infrastructure ) For:
1. protect the planetary ecosystem of blockchain infrastructures from hacker attacks with quantum computers; 2. enhance the global ecosystem of blockchain infrastructures in terms of speed, performance, scalability, cryptography, interoperability with smart city 4.0, industry 4.0, healthcare 4.0, agriculture 4.0, public administration 4.0, etc. in agreement with governments and supranational bodies;
3. set the DIGITAL DNA of the planetary ecosystem of blockchain infrastructures in relation to the 17 sustainable development goals of the United Nations (#SDGs - Agenda 2030), the Earth Charter, to orient them in a harmonious and synergistic way in order to optimize their functioning for the well-being of people and the natural environment.
annex 2: An innovative model of scientific research to overcome the health-economic-ecological-social crisis in Europe [petition n. 0623/2021]
The current scientific research models adopted by European Governments are not sufficient to solve the complex systemic problems caused by the Covid-19 pandemic, ecological footprint, environmental pollution, climate change, social and economic problems, therefore the 17 Sustainable Development Goals of the Organization of the United Nations (Agenda 2030) risk not being implemented, but, on the contrary, these problems could worsen if we do not develop a more suitable innovative model of scientific research.
This model should consider 2 aspects:
1. Improve and enhance the health of people and the natural environment through simulated cyber-biological re-engineering to definitively defeat the covid-19 pandemic and potential new pandemics, emerging from the ongoing ecological-economic-health crisis
2. The genetic-epigenetic-neural reprogramming of cyber-biological systems digitally simulated within a computing environment based on bio-quantum blockchain (decentralized network of classical-quantum-biological computers) in which artificial intelligence and smart contracts autonomously perform operations digitally simulated physical-biological mathematics, to help researchers, governments, companies and citizens in the field of a worldwide open source collaboration to identify potential solutions to get out of the current health-ecological-economic-social crisis.
The covid-19 pandemic and the ongoing ecological-economic-social crisis do not seem to find solutions through the classic scientific research methodologies.
Today we finally have many technological tools and knowledge useful for developing innovative methods of scientific research through the digital simulation of physical-biological phenomena and their digital re-engineering to develop potentially resolving physical-mathematical models of the ongoing health-ecological-economic-social crisis that Governments and citizens can eventually apply to quickly return to a state of normality and improve -improve their life, health, economic condition.
The health of people and the natural environment can be improved-enhanced making them able to resist the variants of covid-19 by re-engineering the cyber-biological environment:
this enhancement consists in improving-making the digital infrastructure-services of companies and the Public Administration more efficient in the functional-synergistic relationship with biological systems (ecosystems, people, agriculture, etc.) by integrating traditional information technology (devices and infrastructures based on computing such as blockchain, data center, computers, artificial intelligence, cloud computing, etc.) more advanced and performing technologies such as quantum computing (devices and infrastructure based on quantum computing) and biological computing (devices and infrastructure based on DNA-biological cells data storage-computing).
Citizens, governments, scientific research bodies, associations, universities, etc. can collaborate to develop an international open source web platform for automated digital simulation using smart contracts and artificial intelligence (blockchain platform bio-quantum) of cyber-biological phenomena and their re-engineering (digitally simulated genetic-epigenetic-neural reprogramming of cyber-biological systems) to discover innovative solutions that definitively resolve the current serious systemic health-economic-ecological-social crisis that risks cause the extinction of mankind.
This web platform would be managed by citizens, governments, universities, research institutions through digital DNA (see petition to the European Parliament n. 0207/2021 by De Biase Roberto), therefore, in order to reduce its costs and make it very efficient, it could be developed on biological computing devices (DNA data storage),
helping companies and the Public Administration to save billions of euros thanks to the archiving-management of digital data on DNA (integrated with IT infrastructures and devices based on classic IT).
The rapid development of smart cities 4.0, industry 4.0, healthcare 4.0, etc. will generate an immense volume of big data (especially due to blockchains needing many copies of data) that classic data centers (and classic hard drives) will not be able to handle in terms of capacity and cost, but emerging biotechnologies can provide a effective solution with DNA-data center and DNA-hard disk integrated with infrastructures and devices based on traditional IT.
DNA (especially hachimoji DNA) can be used both to store huge amounts of data at low cost, and to manage processes in an automated and efficient way in the Public Administration, companies, industries, health, agriculture, etc. with further money saving and functional improvement of the digital ecosystem for the benefit of the economy and citizens.
